If this points to a raw device connected to your DVD device, xine will use the raw device for playback. This has the advantage of being slightly faster and of bypassing the block device cache, which avoids throwing away important cache content by keeping DVD data cached. Using the block device cache for DVDs is useless, because almost all DVD data will be used only once.
