Not all effects can be applied to all kinds of images. This is indicated by a grayed-out menu-entry. You may need to change the image mode to RGB (Image→Mode→RGB), add an alpha-channel (Layer→Transparency→Add Alpha Channel) or flatten it (Image→Flatten Image).
Nem todos os efeitos podem ser aplicados a todos os tipos de imagem. Isto é indicado caso um item no menu apareça a cinzento (não podendo ser escolhido). Poderá ter que alterar o modo da imagem para RGB no menu "Imagem→Modo→RGB", adicionar um canal alfa no menu "Camada→Transparência→Adicionar canal alfa" ou unir todas as camadas numa só no menu "Imagem→Achatar imagem".
